GENEVA 18 Dis. - Setiausaha Agung Pertubuhan Bangsa-Bangsa Bersatu (PBB), Ban Ki-moon menyifatkan pendedahan dokumen sulit oleh WikiLeaks sebagai tidak patut dan akan merumitkan diplomasi antarabangsa.

"Pendedahan dokumen ini sesuatu yang tidak patut berlaku kerana akan menyukarkan urusan secara normal dan waras, terutamanya dalam dunia diplomatik," katanya.

Selama beberapa minggu ini, pengasas WikiLeaks, Julian Assange dan rakan-rakannya mendedahkan kabel diplomatik rahsia Amerika Syarikat (AS) di laman web mereka dan bekerjasama dengan akhbar di seluruh dunia untuk memperluaskan siarannya.

Beberapa pendedahan sebelum ini telah pun memalukan AS dan beberapa negara lain.

Ki-moon sendiri turut tidak terkecuali daripada pendedahan WikiLeaks itu.

Menurut kabel itu, Jabatan Negara AS meminta wakil AS di ibu pejabat PBB dan di tempat lain untuk mendapatkan kad kredit dan nombor penerbangan yang selalu digunakan, nombor telefon bimbit dan beberapa data rahsia lain daripada pegawai-pegawai PBB dan diplomat asing.

Ki-moon turut menjadi sasaran aktiviti pengumpulan maklumat itu oleh diplomat AS.

Setiausaha Agung PBB itu bagaimanapun, menolak untuk mengulas berhubung kes mahkamah Assange di Berlin, di mana pengasas WikiLeaks itu berusaha menentang permintaan Sweden untuk mengekstradisinya.

Beliau bagaimanapun berkata, sesetengah maklumat perlu dirahsiakan. Banyak negara terus menyimpan dokumen sulit untuk tempoh 30 tahun atau lebih.

LONDON 18 Dis. - Satu kabel WikiLeaks mendedahkan penerbit filem terkenal berketurunan Yahudi, Steven Spielberg dan yayasan miliknya, Righteous Persons Foundation diboikot oleh Liga Arab pada 2007.

Spielberg disenarai hitamkan oleh Pejabat Boikot Liga Arab selepas dia menderma sebanyak AS$1 juta (RM3.2 juta) kepada Israel semasa konflik bersenjata di Lebanon pada 2006.

Satu memo Kedutaan Amerika Syarikat yang didedahkan oleh WikiLeaks menunjukkan semasa persidangan Liga Arab pada April 2007, diplomat atau wakil dari 14 negara mengundi untuk menggantung semua filem dan produk-produk lain berkaitan dengan Spielberg atau yayasan miliknya.

Menurut memo itu, ketua jabatan pemboikotan serantau terhadap Israel dari Syria, Muhammad al-Ajami berkatam Algeria, Iraq, Lebanon, Kuwait, Libya, Maghribi, Palestin, Qatar, Arab Saudi, Sudan, Syria, Tunisia, Emiriah Arab Bersatu dan Yemen bersetuju untuk menggantung semua hasil kerja Spielberg.

Malaysia, Iran, Pakistan dan Indonesia yang turut hadir pada sidang itu menyokong keputusan itu. Memo dari Kedutaan Amerika di Damsyek ke Washington menyatakan bahawa 'negara tersebut dan negara lain akan melaksanakan penggantungan mereka sendiri, sama seperti yang diambil oleh negara Arab'.

Pada mesyuarat itu, syarikat Estée Lauder juga disenarai hitamkan manakala firma kewangan, Merrill Lynch diletakkan dalam 'senarai pengawasan'.

Negara Arab tunggal yang tidak menghadiri mesyuarat itu ialah negara yang memeterai perjanjian damai dengan Israel iaitu Mesir, Mauritania dan Jordan. Tidak hadir ialah Djibouti dan Somalia.

Jurucakap bagi Spielberg, Marvin Levy berkata, tatkala pihaknya tidak boleh memberi ulasan mengenai kabel yang dibocorkan rahsia itu, ia tahu bahawa filem-filem dan DVD telah dijual ke seluruh dunia menerusi saluran pengedaran biasa selama ini.

Jurucakap Majlis Pemahaman Arab-British, Chris Doyle berkata, boikot itu adalah reaksi yang boleh difahami sebagai tindak balas kepada derma Spielberg itu.

''Ia adalah konsisten dengan keputusan lain sebelum ini terhadap syarikat atau individu yang telah melakukan perkara sama.

''Sumbangan derma itu dilihat sebagai hipokrit di pihak Spielberg memandangkan pendirian etika yang diambil oleh Spielberg dalam isu lain termasuk Darfur, malah ia boleh mengakibatkan lebih banyak kemarahan.

''Malah pemaparan watak orang Arab dalam filem Raiders of the Lost Ark adalah sangat buruk, macam kartun dan penuh dengan stereotaip,'' katanya.

Spielberg menubuhkan yayasan Righteous Persons pada 1994. Menggunakan hasil keuntungan dari filem Schindler's List dan Munich, yayasan itu memberi tumpuan bagi mewujudkan masyarakat Yahudi yang teguh di Amerika Syarikat. - AGENSI

ADDIS ABABA, Dec 19 — Eritrean President Isaias Afewerki fears the United States will try to kill him by firing a missile into his residence, according to a leaked cable from the US embassy in Eritrea.

In the cable released on December 15 on WikiLeaks, former US ambassador Ronald McMullen wrote that Isaias also believed Ethiopian Prime Minister Meles Zenawi tried to have him killed 14 years ago.

"Isaias thinks the United States will attempt to kill him by missile strike on his residence in the city of Massawa," the cable said, quoting a UN official.

Eritrea is one of the world's most secretive nations and has border disputes with Ethiopia and Djibouti.

Analysts and rights groups accuse the Eritrean president of subjecting his opponents to arbitrary detentions and torture.

The UN Security Council imposed sanctions on Asmara last year, alleging it had provided funds and weapons to Islamist insurgents in Somalia, a claim it denies.

Asmara accuses the United States of masterminding the sanctions resolution. Eritrea denies that it is working to destabilise its neighbours, accusing Ethiopia of conducting a "smear campaign".

The cable showed that Isaias believes Ethiopian Prime Minister Meles tried to have him killed in 1996 when the two were on friendlier terms before falling out over a border dispute in 1998.

Mcmullen wrote that Meles offered Isaias, his family and his inner entourage one of his aircraft in 1996 to fly them to Eritrea after a stopover in Addis Ababa from a holiday in Kenya.

"Isaias accepted the offer; en route the aircraft caught fire, but managed to turn back and land safely in Addis," the cable said.

"According to someone who was on the aircraft, an infuriated Isaias accused Meles to his face of trying to kill him and his family. Isaias has not trusted Meles since."

Ethiopian government Spokesman Shimeles Kemal dismissed the suggestion that Meles tried to have Isaias killed.

"It's a baseless rumour. We don't have to respond to second-hand information which came from unreliable sources," he told Reuters yesterday.

Eritrea used to be a part of Ethiopia and waged a 30-year struggle for independence. The two countries fought a 1998-2000 border war that killed at least 70,000 people, and relations have been bitter since.

ABIDJAN, Dec. 19 — The government of Ivory Coast President Laurent Gbagbo has told the United Nations and French peacekeeping missions to leave the country, a spokesman said in a statement on state television yesterday.

"The government demands the departure of the Unoci and Licorne forces in Ivory Coast and is opposed to any renewal of their mandate," spokesman Jacqueline Oble said.

The West African state has been in turmoil since a November 28 vote in which Gbagbo claimed victory with backing from the nation's top legal body, rejecting as fraudulent results showing he lost to rival Alassane Ouattara. The United Nations and France have called on Gbagbo to accept defeat. — Reuters

BERLIN: Salji tebal dan suhu di bawah takat beku menyebabkan keadaan huru-hara di Eropah semalam apabila lebih 800 penerbangan dibatalkan di Jerman, Belanda dan Switzerland, manakala jalan yang dilitupi salji menjejaskan dengan teruk keadaan lalu lintas di beberapa negara lain menjelang sambutan Krismas.

Setakat ini, Jerman paling teruk terjejas dengan lebih 600 daripda 1,400 jadual penerbangan dibatalkan, sekolah terpaksa ditutup ,manakala lebuh raya sesak teruk dan mengakibatkan kemalangan yang menyebabkan sekurang-kurangnya tiga orang terbunuh. Salji juga menghalang penerbangan di Belanda manakala jurucakap lapangan terbang Schiphol Amsterdam, Mirjam Snoerwang berkata lebih 100 jadual penerbangan terpaksa dibatalkan.

Agensi pengawalan Eropah, Eurocontrol berkata penumpang di Schipol, salah sebuah lapangan terbang paling sibuk di Eropah dijadualkan lewat sekurang-kurangnya empat setengah jam.

Sementara itu, ramai penumpang yang terlewat penerbangan terperangkap di dalam kereta api atau bas apabila kenderaan terbabit tidak dapat bergerak berikutan salji tebal.

Agensi cuaca Belanda (KNMI) mengeluarkan amaran cuaca, memaklumkan salji tebal dan bahaya memandu kenderaan di sebahagian besar wilayah barat negara itu, berikutan keadaan lalu lintas semakin teruk di Amsterdam. Rotterdam dan The Hague.
Salji juga memaksa pembatalan 100 penerbangan di Switzerland, apabila lapangan terbang Geneva ditutup awal kelmarin, walaupun dibuka semula menjelang tengah hari manakala jadual penerbangan di Zurich juga terjejas.

Di Frankfurt, jurucakap lapangan terbang Gunnar Scheunemann berkata 470 penerbangan dibatalkan hingga tengah hari semalam. Lapangan terbang berkenaan juga terpaksa ditutup selama kira-kira sejam kelmarin, manakala sekurang-kurangnya 1,000 penumpang terkandas sepanjang malam.

Kira-kira 20 sentimeter salji melitupi seluruh wilayah itu sepanjang malam, menyebabkan sekolah terpaksa ditutup.

Lapangan terbang Munich melaporkan 113 penerbangan dibatalkan atau ditangguh, manakala lebih 20 lagi dibatalkan di Duesseldorf dan Stuttgard.

Pegawai yang berada di Baden-Wuerttemberg berkata, 108 kemalangan berkaitan cuaca dilaporkan menyebabkan 17 orang cedera, manakala dua lelaki terbunuh dalam nahas di Bavaria.

Salji juga mengakibatkan jadual perjalanan terjejas di seluruh Britain, apabila kereta api membatalkan jadual, manakala kenderaan terbabas di jalan raya akibat jalan bersalji. – Reuters

Iran's new foreign minister reaches out to Europe

TEHRAN (Reuters) - Iran's caretaker foreign minister, in a break with Tehran's usually hostile rhetoric towards the West, called on Saturday for "positive interaction" with the European Union.

Ali Akbar Salehi also talked of the need for cooperation with Saudi Arabia -- whose worries about Iran's nuclear programme were highlighted in a U.S. cable released by the WikiLeaks website last month.

"Iran and Saudi Arabia are two influential countries of the region and the Islamic world and, cooperating together, they can solve problems of the region," he said in his inaugural address.

He did not mention relations with the United States, often referred to in Iran as the "Great Satan", nor did he talk about Israel, a country it refuses to recognise.

But he appeared to offer an olive branch to the 27-nation European Union, which infuriated the Islamic Republic earlier this year by imposing new sanctions over its nuclear programme.

"Despite the EU's illogical, unprincipled and unjust behaviour, EU members are still seeking agreeable relations with Iran for a number of reasons including the energy issue," Salehi said, according to state broadcaster IRIB.

"If the EU speedily transforms its confrontational style into positive interaction it would be in the interests of both parties."

Salehi, head of Iran's Atomic Energy Organisation, was appointed by President Mahmoud Ahmadinejad to replace Manouchehr Mottaki whom he sacked unexpectedly on Monday.

Analysts said the move showed Ahmadinejad's dominance over rival hardline factions in government but expected little policy change from Tehran which insists sanctions will not force it to halt the nuclear activities it says are entirely peaceful.

Salehi can remain foreign minister in a caretaker position for three months without the approval of parliament which would be needed to give him the post permanently.

The U.S.-educated nuclear scientist used his address, at a low-key ceremony, to send friendly signals to many countries with which Tehran has had bumpy relations in recent months.

"At an international level, for many reasons, China and Russia also enjoy a special place, and relations with those two countries require special political attention," he said.

Moscow and Beijing disappointed Tehran by backing Washington's push for a fourth round of U.N. sanctions in June.

Russia further angered Iran by refusing to complete an order for a missile defence system which could help fend off air strikes which the United States and Israel have said they could unleash to prevent Iran getting nuclear weapons.

In a secret U.S. cable released by WikiLeaks, Saudi Arabia's King Abdullah is reported to have encouraged Washington to "cut off the head of the snake" by launching military strikes on Iran's nuclear sites.

Sunni Saudi Arabia and Shi'ite Iran are rivals for influence across the region.

Weather may delay S.Korea drills, after north's threats

YEONPYEONG, South Korea (Reuters) - Bad weather on Saturday appeared likely to delay a live-fire drill by South Korean marines that drew North Korean threats of another military attack and renewed calls for restraint by China.

The South Korean military had planned the exercise for Dec. 18-21 off this small island, hit by a North Korean bombardment last month.

However, military officials quoted by Yonhap news agency said the drills were likely to be delayed by fog and wind.

Analysts were sceptical the North would carry out the threat it issued on Friday, which rattled financial markets and brought a vow by the South to retaliate against any attack by Pyongyang.

But tensions on the peninsula remained high, with a U.S. troubleshooter, Governor Bill Richardson of New Mexico, calling the situation "a tinderbox" and urging the North to let the rival South conduct exercises.

China, the North's main backer, urged both nations to refrain from acts that would inflame an already "extremely precarious" situation.

"The serious tension on the peninsula must not be allowed to escalate," Chinese Vice Foreign Minister Zhang Zhijun said on Saturday. "China is firmly against any behaviour that may result in the situation deteriorating or damaging regional stability."

Yeonpyeong is a usually sleepy place. But the island is also only a short distance from the Northern Line Limit (NLL) -- the sea border declared at the end of the 1950-53 Korean War but still disputed by the North.

Many of the 1,600 residents, who live alongside 1,000 military personnel, are uneasy about the prospect of a new barrage and have chosen to leave for the mainland for a while.

A marine corps officer, who spoke on condition of anonymity, said the military would only announce plans for the drills a few hours in advance, and only to media on the island.

North Korea said on Friday it would retaliate against the drills with a stronger strike than last month's bombardment, in which it rained 170 rounds of artillery down on Yeonpyeong, killing four people. South Korea hit back with 80 rounds.

On Saturday, the North's state media launched a blistering assault on the South's pledge to cooperate with the United States and retaliate in the event of another bombardment. They suggested any such move could trigger a nuclear conflict.

"It is a suicidal move akin to digging one's own grave for the South's conservative forces to gang up with outside elements to try to harm compatriots," the official publication of the North's cabinet, Minju Joson, said in an editorial.

China issued a renewed plea for restraint, saying any fresh clash could shake regional stability. Vice Foreign Minister Zhang said Beijing recently summoned the ambassadors of both Koreas to remind them of China's "position and proposals".

Russia called on South Korea to halt plans for the drill, summoning the ambassadors from Seoul and Washington to express "extreme concern" over the exercise.

"ENORMOUS POTENTIAL FOR MISCALCULATION"

In Pyongyang, Governor Richardson, on a private mission to cool tensions, described the situation as "a tinderbox" and urged the North to let the South proceed with the exercises.

"There's enormous potential for miscalculation," he said in a telephone interview with CNN. "I'm urging (on the North) extreme restraint ... Let's cool things down."

The U.S. State Department underscored the U.S. stance that South Korea had every right to conduct the exercises, but indicated that it, too, was worried.

"We trust that South Korea will be very cautious in terms of what it does, but that said, let's put the responsibility squarely where it lies," a State Department spokesman said.

North Korea is seeking the resumption of six-party talks with the United States, China, South Korea, Japan and Russia aimed at persuading Pyongyang to abandon its nuclear programme.

It wants the talks to resume without preconditions, something Washington and South Korea have ruled out because they do not want to reward Pyongyang for hostile actions.

Analysts say the North uses the threat of attacks and even nuclear conflict to win concessions such as food and economic aid at talks over its nuclear stockpile.

At the same time as the poor, reclusive country is pushing for aid, the North is also in the throes of a potential leadership succession as ailing leader Kim Jong-il grooms his youngest son Kim Jong-un as the next ruler.

BOSTON - Seorang pemuda berusia 24 tahun, Adam Wheeler mengaku bersalah berhubung 20 dakwaan terhadapnya termasuk penipuan identiti sebagai usahanya untuk memasuki Universiti Harvard di Amerika Syarikat (AS), lapor akhbar Boston Globe kelmarin.

Wheeler memberitahu hakim sebuah mahkamah di sini bahawa dia berasa malu dengan perbuatannya.

Dia diarahkan diletakkan dalam pemerhatian pihak berkuasa selama 10 tahun dan membayar AS$45,800 (RM143,651) sebagai ganti rugi selain menjalani sesi kaunseling.

Pemuda itu juga dilarang untuk cuba mendapatkan sebarang keuntungan dengan menjual kisahnya.

Pihak pengurusan Universiti Harvard mula menyiasat Wheeler pada September lalu selepas seorang profesor yang meneliti semula permohonannya untuk biasiswa Rhodes dan Fulbright.

Profesor itu mendapati bahawa pemuda tersebut telah memplagiat hasil kerja akademik yang dilakukan oleh pelajar lain.

Pihak pengurusan universiti itu mendapati Wheeler memalsukan transkrip Universiti Harvard supaya ia menunjukkan dia mendapat banyak A bagi membolehkannya layak mendapat biasiswa.

Pemuda itu kemudiannya diberikan geran penyelidikan lebih AS$45,000 (RM141,142), biasiswa dan bantuan kewangan dengan menggunakan hasil kerja akademik yang diplagiat.

Dia yang memasuki kursus utama bahasa Inggeris itu dibuang dari universiti tersebut pada tahun lalu selepas profesor tersebut membongkar penipuannya.

Semasa perbicaraan, dia mengaku menggunakan surat perakuan palsu dan memalsukan transkrip peperiksaan sekolah tinggi dan kolej.

Universiti Harvard merupakan universiti berprestij di AS dan salah seorang bekas pelajarnya ialah pengasas laman web Facebook, Mark Zuckerberg. - Agensi

HOLLYWOOD: Pasangan Brad Pitt dan Angelina Jolie yang sudah hidup bersama sejak lima tahun lalu dikhabarkan akan merasmikan hubungan mereka dengan perkahwinan.

Menurut akhbar, Pitt dan Angelina yang membesarkan enam anak bersama merancang untuk bernikah pada hari Valentine tahun depan mengikut upacara Hindu di sebuah kawasan pemulihan rohaniah di pedalaman India.
